First of all the main thing about choosing the size of the radiator is that will it fit in the cabinet which you have? Of course, the 360 mm radiator will not fit in small and mid towers. It requires a big cabinet also called a full tower. What you want to keep in mind is that the fans will play a very big part in these liquid coolers. The fans have different speeds and stuff.

The 120 mm radiator is enough to cool a non-overclocked CPU. But the thing with the 120 mm radiator is that it will be noisy and will run in more speed for getting a higher capability.

Let's take an example if you want to appoint someone for a work and you have two different persons. One takes more money but does the work better and the other takes less money but his work is not that perfect. Similarly, it's the difference between PC and Console. 

I will give you some points on which you should decide which one is better for you

1. If you have less money and you want better performance I'll recommend you to buy a Console. Not only it is cheap it gives better performance than a PC of the same price.

2. There are some exclusive games which are only available for that console only. Example:- Uncharted Series for PlayStation, Halo for Xbox.

3. If you are going for a higher budget then you should go for a Gaming  PC. 

4. You can customize graphics settings which are extra in PC games but in a console, the graphics are not customizable.

5. The console is very easy to use and the games give advantages like aim assist etc.

6. You have to pay for playing online every year on a console.

7. Keyboard and Mouse are better in accuracy than a controller.

8. Most of the times PC games are cheaper than console games.
